黑龙江大学文件 黑大校发[2006]130号——————————————★—————————————— 关于印发《黑龙江大学学术期刊等级认定标准》和“黑龙江大学认定的国家级学术期刊”目录的通知 全校各单位： 目前，我校正处于从以外延发展为主向以内涵发展为主的发展模式转型时期，提升科研层次、强化科研水平已成为当务之急，原有的“黑龙江大学认定的国家级学术期刊”目录已不能满足学校发展的需要。为了进一步提高我校的科学研究水平，推动学科建设，把黑龙江大学建设成为现代化的综合性大学，学校决定对我校国家级学术期刊进行一次全面的认定工作。《黑龙江大学国家级学术期刊认定标准》经专家反复论证，于2006年3月15日学校校长办公会研究通过。依据该标准并结合我校实际情况，科学研究院组织校内外专家，对有关学院、中心、基地、研究所等单位所申报的学术期刊进行了评审，并经校终评组审核，确定了新的“黑龙江大学认定的国家级学术期刊”目录。该“黑龙江大学认定的国家级学术期刊”目录已于2006年7月7日经校长办公会讨论通过，现公布实行。 附件：1．《黑龙江大学国家级学术期刊认定标准》 2．“黑龙江大学认定的国家级学术期刊”目录（人文社科类） 3．“黑龙江大学认定的国家级学术期刊”目录（理工科类） 二○○六年七月十七日
附件1： 黑龙江大学学术期刊等级认定标准 一、国家级重要期刊的定义： 1．由中国科学院、中国社科院、国家一级学会主办或由其直属单位主办，且在本学科领域有很高学术影响的学术刊物。 2．由重要的国家级出版社主办的有很高学术影响的刊物或由重要的国家级报社出版报纸的学术文章。 3．由在本学科领域重要的研究所、高校、学会（上述主办单位未能覆盖的学科领域）主办的，有很高学术影响的学术刊物。 二、国家级一般期刊的定义： 1．中国科学院、中国社科院、国家一级学会主办或由其直属单位主办，并且在本学科领域有一定学术影响的学术刊物。 2．国家有关部委主办或委托其下属部门主办，且在本学科领域有很高学术影响的学术刊物。 3．由在本学科领域重要的研究所、高校、学会（上述主办单位未能覆盖的学科领域）主办的，有一定学术影响的学术刊物。 三、省部级重要期刊的定义： 1．由国家各部委主办或委托其下属部门主办，且在本学科领域有一定学术影响的学术刊物。 2．由省科学院、省社科院、省级学会或国家级学会的专业委员会主办，且在本学科领域有一定学术影响的学术刊物（必须是中文核心期刊）。 3．由国家部（委）所属院校或省属重点院校主办的有较高学术影响的学术刊物（必须是中文核心期刊）。 四、省部级一般期刊的定义： 1．由省部级学会、研究会的专业委员会主办的学术刊物。
国内外数学素养的文献综述
龙源期刊网 https://www.360docs.net/doc/3c10296005.html, 国内外数学素养的文献综述 作者：程美钰 来源：《教育界·上旬》2018年第09期 【摘要】数学素养是国内外的热点话题。为提高学生的数学素养，文章对国内外的数学素养研究进行梳理和分析，分别从数学素养的内涵、构成要素以及特征等方面进行梳理，通过分析，得出其对国内外数学素养研究的启示和展望。 【关键词】数学科学；数学素养；国内外；展望 当今时代，数学是我们现代社会基本的生活工具，特别是对数学思维能力和运用数学解决实际问题能力的要求越来越高。我们作为现代的社会公民，要充分发挥自己的作用。比如，必须要具备解决实际问题的能力、处理问题的推理能力和灵活使用计算机的能力等，而这些都是离不开数学的。 数学素养是我们当今时代的热点话题，数学素养也称为数学素质，近年来受到国内外的广泛关注。与此同时，如何提升数学素养成了教育研究的热点议题。为了更好地学习和研究数学素养，有必要对国内外的数学素养研究情况进行梳理和分析。 一、国外数学素养研究 美国在2013年发布了《2025年的数学科学》，数学关系到美国经济社会乃至国家安全的现实利益；数学科学几乎渗透到日常生活的方方面面，互联网搜索、医疗成像、天气预报及金融风险分析都可以以数学为基础，每个人都能享受到数学带来的便利；如果不重视理论知识的存储，将会给美国带来重大损失。欧洲科学基金会《数学与产业》研究报告认为：学术界和产业界所面临的挑战是如此严峻，以至于只有在数学科学的帮助和参与下才能得以解决。英国研究理事会的评估报告认为：数学研究对英国经济的贡献约占英国所有工作岗位的10%和GDP 增加值总额的16%。20世纪70年代，国内外提出数学素养的时间基本相同，都是因社会发展需要学生具备高水平的数学素养。数学素养研究的高峰期是在21世纪，这是数学素养研究的第三阶段，特别是在2009年以后，针对其研究持续向前，经久不衰。 （一）数学素养内涵 国外数学素养内涵的研究主要源于两个方面，第一方面是研究数学教育研究者，另一方面是研究相关国家数学教育团体。国外将数学素养内涵界定为四类，分别是实际生活应用取向、数学知识取向、数学过程取向以及多维综合取向。例如，L.M.Wilkins认为“数学素养是对代数和几何知识的全面理解”；John A.Paulos认为“数学素养是更好地理解个人情境中的有关数量知

期刊级别种类划分 期刊级别该如何划分？ 1.什么是中文核心期刊？ 中文核心期刊是中华人民共和国期刊中学术水平较高的刊物,是我国学术评价体系的 一个重要组成部分.它主要体现在学术水平的确认方面.如在相当一批教学科研单位.申请 高级职称,取得博士论文答辩资格,申报科研项目,科研机构或高等院校学术水平评估,教师,工作人员完成的工作量等,前提条件之一就是在一定时间段内,在核心期刊上发表若干篇论文.分为国家级\省级\市级等等级别。 对中国（不含港、澳、台）出版的期刊中核心期刊的认定，目前国内比较权威的有两 种版本。一是中国科技信息研究所（简称中信所）每年出一次的《中国科技期刊引证报告》（以下简称《引证报告》）；另一种是北京大学图书馆与北京高校图书馆期刊工作研究会 联合编辑出版的《中文核心期刊要目总览》（以下简称《要目总览》）。《要目总览》不 定期出版， 1996 年出版了第二版， 2000 年出了 2000 版。《要目总览》收编包括社会 科学和自然科学等各种学科类别的中文期刊。其中对核心期刊的认定通过五项指标综合评估。《引证报告》统计源期刊的选取原则和《要目总览》核心期刊的认定各依据了不同的 方法体系，所以二者界定的核心期刊（指科技类）不完全一致。 目前国内有7大核心期刊（或来源期刊）遴选体系： 北京大学图书馆“中文核心期刊” 南京大学“中文社会科学引文索引（CSSCI）来源期刊” 中国科学技术信息研究所“中国科技论文统计源期刊”（又称“中国科技核心期刊”）中国社会科学院文献信息中心“中国人文社会科学核心期刊” 中国科学院文献情报中心“中国科学引文数据库（CSCD）来源期刊” 中国人文社会科学学报学会“中国人文社科学报核心期刊” 万方数据股份有限公司正在建设中的“中国核心期刊遴选数据库”。 2. 什么是国家级期刊？省级期刊？ 国家级期刊定义 一般说来，“国家级”期刊，即由党中央、国务院及所属各部门，或中国科学院、中 国社会科学院、各民主党派和全国性人民团体主办的期刊及国家一级专业学会主办的会刊。另外，刊物上明确标有“全国性期刊”、“核心期刊”字样的刊物也可视为国家级刊物。 但是，
