一是就业服务,特别是就业培训、职业技能培训不能适应民工流动就业需要;二是农民缺乏有效信息的支持和帮助,求职难的问题仍然比较突出,劳动合同签订率低,合法权益得不到保护;三是一些单位、企业及个体户对农民进城就业采取轻视、漠视的态度,实际切身利益得不到保障;四是就业的政策性障碍,一些优惠措施在实际执行中尚未真正落到实处,如进城务工人员户籍迁移及其子女受教育等仍受限制。

(二)劳动技能缺乏。

由于职业技能培训资源有限,导致培训不够普及,并且针对性不强,许多进城务工农民缺乏一技之长,难以适应用工单位的需求,找不到自己的工作;有的未参加过劳动技能培训,只能从事简单的体力活,工作条件恶劣,本区农民工调查资料显示,他们主要从事技术含量很低、苦、累、脏、差、险、行业,工资报酬很低。

(三)合法权益得不到有效保护。

一是克扣和拖欠进城务工人员工资现象仍然严重,欠薪逃匿情况比较突出。

区劳动保障部门近三年来处理拖欠进城务工人员工资案件550多件,涉及进城务工人员15000多人,并呈逐渐上升趋势。

二是强制加班加点,超时工作比较普遍,并且得不到相应的劳动报酬,最低小时工资制度不能按规定执行。

三是劳动环境和工作条件恶劣,人身安全和健康得不到保障,多数进城务工人员都在脏、乱、差的环境下生活或工作。

四是基本没有社会保障,如养老、医疗、工伤、生育等。

五是由于以上各种原因引发的治安等问题也日趋突出。

(四)后续发展面临困境。
