根据XX市政府、区政府城中村改造方案,该公司被列入城中村改造范围,要求该公司在XXXX年8月份前完成搬迁工作(目前公司建筑已经拆平),公司决定,租用XX宏智机电电镀业有限公司位于XX县滨海工业区马鞍分区的1#厂区生产厂房,从事电镀生产加工,同时进一步加强企业的环保管理,提高企业的生产水平,通过采用电镀新工艺、新技术,淘汰含氰、高铬电镀工艺,提升产品的质量档次,拟设全自动电镀生产线共11条,其中镀铬线3条、镀硬铬线1条、镀锌线6条、制版线1条。
根据《中华人民共和国环境保护法》及国务院第253号令《建设项目环境保护管理条例》中的有关规定,本项目须进行环境影响评价,以保证经济发展与环境保护的协调发展。
环境影响评价报告公示:工业硅电冶炉生产线项目环评报告

一、总论1.1工程概况盈江中电光伏硅原料有限公司3×12500KVA工业硅电冶炉生产线项目位于盈江县盏西镇松坡村委会勐乃村,2011年4月,公司委托云南省建筑材料科学研究设计院编写《盈江中电光伏硅原料有限公司3×12500KVA工业硅电冶炉生产线项目环境影响报告书》。
2011年10月10日德宏州环保局下达环评批复(德环审〔2011〕55号),同意盈江中电光伏硅原料有限公司3×12500KVA工业硅电冶炉生产线项目建设;项目于2010年1月底开始建设,新建3台单台额定容量12500KVA的电炉(半封闭式矮烟罩式三相矿热电炉),实际项目建设2台额定容量12500KVA的电炉,剩下一台已确认不再进行建设。
同时建设完善通风除尘、水循环处理、供配电、土建、通讯、总图运输等公辅设施,主要生产原料为硅石矿、优质洗精煤、石油焦、其他电极等。
矿热电炉工艺过程主要包括:原料准备→洗矿配料→混料→加料→熔炼→精炼出炉→浇注精整→破碎→包装入库,主要污染物为含尘烟气。
项目环保设施包括烟气冷却系统、旋风除尘系统、布袋除尘系统和硅石清洗水循环系统,硅石水循环系统建成后供1#、2#炉共用。
项目总投资5000万元。
其中环保投资:除尘系统350万,循环冷却系统100万,硅粉堆放区20万,硅石清洗水系统30万。
项目占地面积37.667亩,工人110人,实际年工作150天,每天24小时。
实际年产量6000吨。
在线监测系统(CEMS)在安装之前编制了建设方案,方案通过评审得到德宏州环保局的建设批复后,开始建设安装调试。
CEMS系统监测因子分别为:温度、压力、流量、SO2、NOX、氧含量、粉尘浓度及含湿量。
并于2014年9月22日通过验收,2014年10月13日取得在线监测系统验收批复(德环监[2014] 147号)。
盈江中电光伏硅原料有限公司向德宏州环保局申请进行试生产并得到批复(德环字(2012) 181号),试生产期为2012年7月6日至2012年10月6日。

1 自查报告来源及背景1.1 项目来源河南省环境保护厅为贯彻落实《生态环境部办公厅关于坚决遏制固体废物非法转移和倾倒进一步加强危险废物全过程监管的通知》(环办土壤函〔2018〕266号)精神,按照《省环境污染防治攻坚战领导小组办公室关于印发河南省坚决遏制固体废物非法转移和倾倒进一步加强危险废物全过程监管等3个实施方案的通知》(豫环攻坚办〔2018〕198号)要求,于2018年9月颁布实施了《河南省环境保护厅办公室关于开展涉危险废物建设项目环评文件技术校核工作的通知》[豫环办[2018]141号],并以红头文件形式下发了《关于开展涉及危险废物建设项目环境影响报告书自查的通知》,按照该通知要求,我单位编制完成的《河南金大地化工有限责任公司年产45万吨合成氨搬迁改造项目环境影响报书》需要按照要求开展危险废物自查。
1.2 项目背景河南金大地化工有限责任公司年产45万吨合成氨搬迁改造项目于2017年5月通过河南省环境保护厅审批,批复文号为:豫环审[2017]95号。
该项目环境影响评价报告编制单位为我单位郑州大学环境技术咨询工程公司(现更名为郑州大学环境技术咨询工程有限公司),环评资质证书号为国环评证乙字第2511号,具有化工石化医药类评价范围。
项目负责人为刘翠霞,具有执业资格证书,注册登记行业类别为化工石化医药类,登记号B251102402。
项目组参与人员也均有执业资格证书及注册登记编号。
根据《河南省环境保护厅办公室关于开展涉危险废物建设项目环评文件技术校核工作的通知》文件具体要求为:“1、对照危险废物相关导则、标准、技术规范等要求,校核建设项目环评报告书(表)是否对危险废物产生、收集、贮存、运输、利用、处置等进行了全过程分析评价,危险废物的名称、类别、数量、形态和危险特性等内容是否全面准确,全过程各环节污染防治措施是否合理可行,以及是否提出了全过程环境监管要求等。
2、主持编制机构和主持编制人员是否满足资质管理办法相关要求。

Lesson52 A pretty carpet 漂亮的地毯e have just moved into a new house and I have been working hard all morning. I have been trying to get my new room in order. This has not been easy because I own over a thousand books. To make matters worse, the room is rather small, so I have temporarily put my books on the floor. At the moment, they cover every inch of floor space and I actually have to walk on them to get in or out of the room. A short while ago, my sister helped me to carry one of my old bookcases up the stairs. She went into my room and got a big surprise when she saw all those books on the floor. 'This is the prettiest carpet I have ever seen,' she said. She gazed at it for some time then added, 'You don't need bookcases at all. You can sit here in your spare time and read the carpet!' Lesson53 Hot snake 触电的蛇t last firemen have put out a big forest fire in California. Sincethen, they have been trying to find out how the fire began. Forest fire are often caused by broken glass or by cigarette ends which people carelessly throw away. Yesterday the firemen examined the ground carefully, but were not able to find any broken glass. They were also quite sure that a cigarette end did not start the fire. This morning, however, a fireman accidentally discovered the cause. He noticed the remains of a snake which was wound round the electric wires of a 16,000-volt power line. In this way, he was able to solve the mystery. The explanation was simple but very unusual. A bird had snatched up the snake from the ground and then dropped it on to the wires. The snake then wound itself round the wires. When it did so, it sent sparks down to the ground and these immediately started a fire.Lesson54 Sticky fingers 粘糊的手指fter breakfast,I sent the children to school and then I went to market. It was still early when I returned home. The children were at school, my husband was at work and the house was quiet. So I decided to make some tarts for tea. In a short time I was busy mixing butter and flour and my hands were soon covered with sticky pastry. At exactly that moment, the telephone rang. Nothing could have been more annoying. I picked up the receiver between two sticky fingers and was dismayed when I recognized the voice of Mrs Bates. It took me ten minutes to persuade her to ring back later. At last I hung up the receiver. What a mess! There was pastry on my fingers, on the telephone, and on the door-knobs. I had no sooner got back to the kitchen than the door-bell rang loud enough to wake the dead. This time it was the postman and he wanted me to sign for a registered letter ! Lesson55Not a gold mine 并非金矿Dreams of finding lost treasure almost came true recently. A new machine called 'The Revealer' has been invented and it has been used to detect gold which has been buried in the ground. The machine was used in a cave near the seashore where--it is said--pirates used to hide gold. The pirates would often bury gold in the cave and then fail to collect it. Armed with the new machine, a search party went he did not like it. She enjoyed herself making the assistant bring almost everything in the window before finally buying the dress she had first asked for. Lesson58 A blessing in disguise? 是因祸得福吗?he tiny village of Frinley is said to possess a 'cursed tree'. Because the tree was mentioned in a newspaper, the number of visitors to Frinley has now increased. The tree was planted near a church fifty years ago, but it is only in recent years that it has gained an evil reputation. It is said that if anyone touches the tree, he will have bad luck; if he picks a leaf, he will die. Many villagers believe that the tree has already claimed a number of victims. The vicar has been asked to have the tree cut down, but so far he has refused. He has pointed out that the tree is a useful source of income as tourists have been coming from all parts of the country to see it. In spite of all that has been said, the tourists-have been picking leaves and cutting their names on the tree-trunk. So far, not one of them has been struck down by sudden death! Lesson59 In or out ?进来还是出去?ur dog, Rex, used to sit outside our front gate and bark. Every time he wanted to come into the garden he would bark until someone opened the gate. As the neighbours complained of the noise, my husband spent weeks training him to press his paw on the latch to let himself in. Rex soon became an expert at opening the gate. However, when I was going out shopping last week, I noticed him in the garden near the gate. This time he was barking so that someone would let him out ! Since then, he has developed another bad habit. As soon as he opens the gate from the outside, he comes into the garden and waits until the gate shuts. Then he sits and barks until someone lets him out. After this he immediately lets himself in and begins barking again. Yesterday my husband removed the gate and Rex got so annoyed we have not seen him since. Lesson60 The future 卜算未来At a village fair, I decided to visit a fortune-teller called Madam Bellinsky. I went into her tent and she told me to sit down. After I had given her some money, she looked into a crystal balland said: 'A relation of yours is coming to see you. She will be arriving this evening and intends to stay for a few days. The moment you leave this tent, you will get a big surprise. A woman you know well will rush towards you. She will speak to you and then she will lead you away from this place. That is all.' As soon as I went outside, I forgot all about Madam Bellinsky because my wife hurried towards me. 'Where have you been hiding ?' she asked impatiently. 'Your sister will be here in less than an hour and we must be at the station to meet her. We are late already.' As she walked away, I followed her out of the fair. Lesson61 Trouble with the Hubble 哈勃望远镜的困境n future, astronauts will be required to descend from a spaceship while it is still in space and to return to it. The ability to do this will be necessary in future flights to distantplanets. Scientists are now trying to discover if this is possible. The spaceship Astra which left the earth a short time ago, will be travelling three hundred miles into space. At a certain point, the Astra will stop for a short time and an astronaut will attempt to leave the stationary spaceship and then return to it. We shall not know whether the experiment has been successful until we have received a radio message. The first message is expected to arrive at 7 o'clock this evening. By that time, the Astra will have been flying through space for seventeen hours and will have circled the earth a great many times. When the first radio messages have been received, the results of the trip will be announced immediately.Lesson62 After the fire 大火之后iremen had been fighting the forest fire for nearly three weeks before they could get it under control.A short time before, great trees had covered the countryside for miles around. Now, smoke still rose up from the warm ground over the desolate hills. Winter was coming on and the hills threatened the surrounding villages with destruction, for heavy rain would not only wash away the soil but would cause serious floods as well. When the fire had at last been put out, the forest authorities ordered several tons of a special type of grass-seed which would grow quickly. The seed was sprayed over the ground in huge quantities by aeroplanes. The planes had been planting seed for nearly a month when it began to rain. By then, however, in many places the grass had already taken root. In place of the great trees which had been growing there for centuries, patches of green had begun to appear in the blackened soil. Lesson63 She was not amused 她并不觉得好笑eoffrey Hampden has a large circle of friends and is very popular at parties. Everybody admires him for his fine sense of humor--everybody, that is, except his six-year-old daughter, Jenny. Recently, one of Geoffrey's closest friends asked him to make a speech at a wedding reception. This is the sort of thing that
